The California Institute for Local Government has recently released a publication titled Evaluating Greenhouse Emissions as Part of California's Environmental Review Process: A Local Official's Guide.  The goal of the Institute was to produce a document for lay audiences who are not CEQA practitioners but who need to understand the basic requirements of evaluating greenhouse gas emissions as part of CEQA.  Thus, for example, the document does not address the legal or technical nuances related to what is a significant impact from greenhouse gas emissions or the implications of the wide-range of court cases currently pending.
