This is a presentation given by CCPDA 2012 President Tim Snellings to the Association of Environmental Professionals at their annual conference in Sacramento. A key focus of this presentation is to express the State/County relationship and recommend a strategy of Planning, utilizing an Energy Overlay as a means to achieve quicker project review/approval for solar PV in CA counties.
