This is the proposal developed by the "Enhanced CEQA Action Team" (ECAT), a joint effort of the APA and AEP. It addresses some of the more difficult areas of the CEQA statute including the fair argument standard, the "late hits" phenomenon, infill exemptions, and cumulative impacts.
